AFP-Ottawa Annual General Meeting and Keynote Presentation:
Topic: Funds Management Division - Revealed!
The presentation will cover the Funds Management Division's role at the Department of Finance as the treasury function for the Government of Canada. The presentation will focus on how Canada's sovereign marketable debt, liquid foreign reserves and Crown Corporation funding are managed and their importance for the Government of Canada as a whole.
Special Guest Speaker: Elisha Ram, Director, Funds Management Division of the Financial Sector Policy Branch
Elisha Ram is Director of Funds Management at the Department of Finance. In this role, he is responsible for providing advice to the Deputy Minister and the Minister of Finance on various treasury issues including management of the Government of Canada’s market debt, the funding and investment of Canada’s liquid foreign reserves, the borrowing authorities and capital policies of federal Crown corporations, Canada’s domestic currency requirements, and other functions such as cash management. He also guides related work between the Department of Finance and the Bank of Canada (acting as the Government’s fiscal agent). Over a 20-year career in the Department of Finance, Elisha has held various roles in domains such as taxation, fiscal policy, and domestic economic development, prior to taking on his current position in 2014. Elisha holds a Masters degree in Economics from Western University.
